OAKLAND — Murder and other charges have been filed against a convicted felon suspected in the fatal shooting of a San Lorenzo man that took place June 3 in East Oakland as the victim and others were riding in a car, according to authorities and court records.

The shooting followed a dispute between the suspect, the man killed and at least one other person in the vehicle, authorities said. Police would not say what the dispute was about but did say the suspect and the men shot at did not know each other.

Roy Kellum, 30, of Oakland, was charged with murder, premeditated attempted murder, shooting at an occupied vehicle, being a felon in possession of a firearm and two counts of possession of ammunition by a prohibited person.

The shooting, which left 23-year-old Franklin Hernandez dead, happened about 2:30 a.m. in the 2300 block of East 20th Street. No one else in the vehicle was hurt; nor was anyone in a home hit by the gunfire, police said.

Authorities said Kellum allegedly had gotten into an argument earlier with Hernandez and one of the other men at another location and began following their vehicle before opening fire on them from his vehicle.

Hernandez was the only one wounded. He was driven by the others to a hospital where he later died.

Oakland homicide investigator Mike Jaeger said in court records that video evidence and witness statements led to Kellum being identified as the suspect.

On Monday, police served a search warrant at Kellum’s home in the 1700 block of 24th Avenue and arrested him. During the search a Glock .45 caliber pistol was recovered, as was .40-caliber ammunition, the documents say.

According to the court records, Kellum has two prior felony convictions: One was for pimping in San Mateo County in February 2015 and the other was in June 2009, when he was 17 years old, for second-degree robbery in Alameda County. He served a prison term for the pimping conviction but it was not clear Thursday if he served any time for the robbery conviction.

He was being held without bail at Santa Rita Jail, where according to booking records,
