RICHMOND — A Rodeo man with prior sexual assault convictions has been arrested and charged with raping two women in separate attacks that occurred nearly a year apart, court records show.
Samuel Russ Oxley, 49, was charged July 8 with six felonies, including two counts of forcible rape, two counts of forced sodomy and two counts of forcible oral copulation. Contra Costa Sheriff’s deputies arrested Oxley July 7, the same day he allegedly attacked his second victim after driving her from San Pablo to Rodeo, authorities allege.
Oxley is being held in the Martinez Detention Facility in lieu of $18.64 million bail, according to jail records.
According to investigators, Oxley raped a woman in August 2021 after picking her up while she walked on a Richmond sidewalk.
The second alleged victim was experiencing car trouble near the San Pablo Lytton Casino when Oxley allegedly offered to help, asked if she wanted a ride, then drove her to Rodeo and sexually assaulted her. The woman called police later that day, leading to Oxley’s arrest, authorities said.
Oxley is a registered sex offender for two sexual assault convictions, both stemming from incidents in the early 1990s. He was convicted of raping a woman in a similar incident, where he picked a woman up and took her to another area before sexually assaulting her, authorities said. He also has a conviction for sexually abusing a person younger than 14 years old, court records show.
Oxley faces enhancements alleging multiple victims and prior convictions, which make him eligible for a life sentence if he’s convicted.
