On Monday, the Federal Bureau of Investigation once again refused to provide the House Oversight Committee with an unclassified information report alleging that President Biden participated in a pay-to-play scheme with a foreign national while he was vice president, the New York Post reported.

Earlier this month, House Oversight Committee Chairman James Comer (R-Ky.) issued a subpoena for the unclassified FD-1023 document and previously set the deadline for May 10.

In a letter to FBI Director Christopher Wray, Comer and Senate Budget Committee ranking member Chuck Grassley (R-Iowa) stated that FD-1023 “describes an alleged criminal scheme involving then-Vice President Biden and a foreign national relating to the exchange of money for policy decisions.”

Instead of complying with the subpoena, the FBI responded with a six-page letter explaining why it does not plan to hand over the report.

According to the agency, the document contains “confidential human sources” and, therefore, must be kept private to protect those informants. Additionally, the FBI argued that the allegations are “unverified.” It also stated that a “significant amount” of the information found in the report is “already available” publicly.

Last week, Comer told Wray that the FBI’s refusal to hand over the document is “unacceptable.”

Comer also contended that the details of the informant’s allegations against Biden have “not been provided in any of the materials cited by the FBI or publicly reported,” despite the agency’s claims.

“And even if it had been, that would not excuse the FBI’s legal duty to comply with the subpoena,” Comer stated.

After speaking with Wray on the phone on Friday, House Speaker Kevin McCarthy told Fox News that he believed the FBI would provide the document.

“I explained to the director that we will do everything in our power, and we have the jurisdiction over the FBI, and we have the right to see this document,” McCarthy stated. “I believe after this call, we will get this document.”

Comer told Fox News on Monday that the FBI does not respect members of Congress.

“They’ve been able to get away with this for a long time,” Comer said. “The media continues to turn a blind eye. The Senate Republicans continue to fund the FBI. Why would you change your business model when you’re getting everything you want?”

Comer reported that he has spoken to McCarthy about potentially holding Wray in contempt for refusing to turn over the report.
